Impact on Indigenous Townships

This round included a complete scan of Taiwan's 55 Indigenous Peoples' areas, plains Indigenous township districts, and directly affected schools, roads, bridges, streams, and public services. At the end of the scan, there were no active torrential- or heavy-rain advisories, thunderstorm instant messages, flood alerts, or river-level alerts. The Agency of Rural Development and Soil and Water Conservation reported zero red and zero yellow alerts for both debris flows and large-scale landslides. The Directorate-General of Personnel Administration had issued no work or class suspension for July 16. The principal active alert in eastern Taiwan remained the formal yellow alert for the Wanli Creek landslide-dammed lake.

Northern region: No new level-one flood alerts, red or yellow debris-flow or large-scale landslide alerts, evacuation notices, or work and class suspensions were found. The Forestry and Nature Conservation Agency's Hsinchu Branch announced that the access road to Guanwu National Forest Recreation Area in Wufeng Township had been cleared and that the area would reopen on July 16; several landslide and rockfall locations remain, so drivers must pass with particular caution. Lalashan remains closed while landslide damage is addressed, and natural trails managed by the Hsinchu Branch also remain closed. The Public Warning Platform had previously listed mobile service outages in Wufeng and Jianshi townships; those notices have expired, so their status is now treated as service-restoration monitoring. Travel on County Road 21 from Donghe Village, Nanzhuang, toward Shibi remains subject to the road authority's latest notice. These are transport and public-service changes or monitoring items, not red alerts.

Southern region: In Tainan's mountain areas; Taoyuan, Namasia, and Maolin in Kaohsiung; and Sandimen, Wutai, Majia, Taiwu, Laiyi, Chunri, Shizi, and Mudan in Pingtung, this scan found no new level-one flood alerts, red alerts from the Agency of Rural Development and Soil and Water Conservation, evacuation notices, work or class suspensions, transport suspensions, major agricultural losses, or public-service outages. Anyone using mountain roads, bridges, or streams should first check real-time announcements from the responsible authorities.

Eastern region: In Datong and Nan'ao, Yilan; Xiulin, Wanrong, and Zhuoxi, Hualien; and Indigenous townships across Taitung, this scan found no red or yellow alerts from the Agency of Rural Development and Soil and Water Conservation, level-one flood alerts, work or class suspensions, or transport suspensions. The yellow alert for the Matai'an Creek landslide-dammed lake has been lifted; the Wanli Creek landslide-dammed lake remains under a yellow alert. The Forestry and Nature Conservation Agency's Hualien Branch reported on July 15 that water level and storage volume continued to rise, but no obvious abnormality had been observed in the natural dam. Residents in the alert area must remain prepared for evacuation and sheltering.

23:58 Update: Guanwu Reopens July 16; Landslides and Rockfalls Remain on the Access Road

The Forestry and Nature Conservation Agency's Hsinchu Branch announced on July 15, 2026, that Guanwu National Forest Recreation Area would reopen on July 16. Previous typhoon rains had caused landslides and rockfalls at several locations along its access road. The road has now been cleared, but visitors must still pass carefully and obey on-site controls.

Lalashan National Forest Recreation Area remains closed while landslide damage is addressed, and natural trails managed by the Hsinchu Branch also remain closed; reopening dates will depend on recovery conditions. This is an official road- and public-service restoration update. It does not mean that a debris-flow, large-scale landslide, or other red alert has been reissued.

19:58 Update: Wanli Creek at 94.1% of Capacity, Yellow Alert Remains

The Forestry and Nature Conservation Agency's Hualien Branch reported on July 15, 2026, that monitoring at 11:40 showed the Wanli Creek landslide-dammed lake at an elevation of 1,084.24 meters, with approximately 4.7996 million cubic meters of stored water. That was 94.1% of the estimated maximum capacity of 5.1 million cubic meters. The lake surface was about 1.76 meters below the spillway at the top of the natural dam.

Aerial comparisons that morning showed the lake level rising steadily, while the overall structure and shape of the natural dam remained stable and no abnormal condition was observed. With less mountain rainfall after the afternoon of July 14, officials assessed that the lake was not expected to reach the red-alert water level within the next 12 or 24 hours. The dam crest was nevertheless formed by material from multiple landslides and remains highly uncertain, so the yellow alert continues.

A yellow alert must not be mislabeled as red. Residents in the alert area should follow instructions from Hualien County Government, township offices, police and fire services, and the Forestry and Nature Conservation Agency. They should maintain preparations for early evacuation to relatives' homes, shelter placement, river-channel clearance, and road and rail controls, and must not enter river channels, areas beneath bridges, closed zones, or the alert area on their own.

23:56 Update: Wanli Creek Remains Yellow; County Urges Early Evacuation to Relatives

Hualien County Government announced at 14:30 on July 14, 2026, that, following a warning at the Ministry of Agriculture's Forestry and Nature Conservation Agency meeting at 14:00 that day, the Wanli Creek landslide-dammed lake remained under a yellow alert and could fill and fail within the coming days. The county urged residents in the alert area not to wait for an escalation, but to plan early and evacuate to stay with relatives.

The official level is still yellow and must not be mislabeled as red. If the Forestry and Nature Conservation Agency, Hualien County Government, or a local emergency-response unit later issues a red alert, mandatory evacuation, road or rail controls, or another new notice, residents must act immediately on the latest order.

16:00 Update: Mobile Service Outages in Wufeng and Jianshi

A National Communications Commission notice listed on the Public Warning Platform identified affected mobile-service areas in Wufeng and Jianshi townships, Hsinchu County. In Wufeng, eight Chunghwa Telecom base stations and seven Taiwan Mobile base stations were out of service. In Jianshi, four base stations from each carrier were out of service. The notice listed Hsinchu County as the affected area and an expiry time of 23:00 on July 14, 2026.

This was a mobile communications public-service outage, not a red alert, and it did not mean that every mobile phone throughout Wufeng or Jianshi had lost service. Expiry of the notice also does not prove that the base stations have been repaired. The actual area and timing of service restoration remain subject to announcements from the National Communications Commission, telecommunications carriers, local governments, and township offices.

00:05 Update: Wulai Trolley Resumes; Lalashan and Guanwu Remain Closed

The Forestry and Nature Conservation Agency's Hsinchu Branch announced on July 13, 2026, that Neidong, Manyueyuan, and Dongyanshan national forest recreation areas would reopen on July 14 and that the Wulai Trolley would resume service that day.

Lalashan National Forest Recreation Area remained closed because of landslide damage to its trails. At that time, Guanwu National Forest Recreation Area also remained closed because its access road was interrupted and the site lacked water and electricity. The Hsinchu Branch subsequently announced that Guanwu would reopen on July 16; the latest status is set out in the 23:58 update above and remains subject to real-time announcements from the responsible authority.

These are official updates about resumed transport and public services as well as continuing outages. They do not mean that a debris-flow, large-scale landslide, flood, or other red alert has been reissued. Before going to mountain areas in Wulai, Fuxing, or Wufeng, check the latest road and site notices.

23:37 Update: July 14 Work, Class, and School Adjustments

The Directorate-General of Personnel Administration updated the scope of work and class suspensions for July 14 at 23:37 on July 13, 2026:

• Wufeng Township, Hsinchu County: Wufeng Elementary School, Huayuan Elementary School including its Zhulin Branch, Taoshan Elementary School, Hsinchu County Wufeng Junior High School, and the Wufeng Township Indigenous Cultural Health Station.
• Jianshi Township, Hsinchu County: Yufeng, Shilei, Xiuluan including its Tianpu Branch, Xinguang, and Jinping elementary schools, plus the Indigenous Cultural Health Stations in Xiuluan and Yufeng villages.
• Nanzhuang Township, Miaoli County: Work and classes suspended in Donghe Village.

The July 14 announcements for Wufeng and Jianshi applied to the specified schools and cultural health stations; they must not be broadened into township-wide work and class suspensions. In Nanzhuang, only Donghe Village was included, and other villages were outside the announced scope. Any measures from July 15 onward require a separate, current announcement from the Directorate-General of Personnel Administration and local governments; the previous day's information must not be carried forward.

15:55 Update: Donghe Village's Access Road in Nanzhuang Remains Interrupted

An official Miaoli County Government notice relayed information from Nanzhuang Township Office that County Road 21 from Donghe Village toward Shibi remained interrupted and under repair. This was a road interruption and public-service measure. It did not mean that a debris-flow, large-scale landslide, or flood alert had been escalated again.

Road users must not enter closed sections or work zones on their own. Actual access toward Luchang, Lushan, Luhu, and Shibi, as well as supply transport and the repair schedule, remain subject to the latest announcements from Miaoli County Government, Nanzhuang Township Office, police and fire services, and the road authority.

08:00 Update: Water Resources Agency Flood Alerts All Lifted

At the time of this scan, the Water Resources Agency's disaster-prevention information service showed no level-one flood alerts and indicated that no area in Taiwan had reached the flood-alert threshold. Wufeng, Jianshi, Nanzhuang, and Tai'an, which had previously been under level-one alerts, and Wulai and Heping, which had previously been under level-two alerts, were no longer listed as active flood-alert areas.

The lifting of an alert does not mean that low-lying roads, streambeds, low-water crossings, underpasses, riverside roads, temporary access roads, or roads below slopes have completed safety inspections. Whether travel has resumed remains subject to on-site announcements from local governments, township offices, police and fire services, and road authorities.

07:29 Update: July 13 Work and Class Suspension Scope Maintained

The Directorate-General of Personnel Administration's 07:29 update on July 13, 2026, confirmed that work and classes were suspended throughout Wufeng Township, Hsinchu County; in Yufeng and Xiuluan villages of Jianshi Township; and in Donghe Village of Nanzhuang Township, Miaoli County.

Other villages in Jianshi and Nanzhuang were not covered by that announcement. It must not be broadened into a township-wide work and class suspension for either Jianshi or Nanzhuang.

04:00 Update: Wufeng, Jianshi, Nanzhuang, and Tai'an Had Been under Level-One Flood Alerts

The Water Resources Agency's real-time disaster-prevention page at 04:00 on July 13, 2026, had listed Wufeng and Jianshi townships in Hsinchu County and Nanzhuang and Tai'an townships in Miaoli County under level-one flood alerts. Wulai District in New Taipei City and Heping District in Taichung were listed under level-two flood alerts.

Those Water Resources Agency notices were flood alerts. The Agency of Rural Development and Soil and Water Conservation currently reported zero red and zero yellow debris-flow alerts, and zero red and zero yellow large-scale landslide alerts. A previously issued level-one flood alert must not be mislabeled as a red debris-flow alert.

20:05 Update: Wanli Creek Lowered to Yellow

After considering water level, natural-dam monitoring, and the Central Weather Administration's rainfall forecast, the Forestry and Nature Conservation Agency's Hualien Branch lowered the Wanli Creek landslide-dammed lake from a red alert to a yellow alert at 16:00 on July 12, 2026. It must no longer be presented as being under a red alert.

At 10:00 on July 12, the Wanli Creek landslide-dammed lake was at an elevation of approximately 1,080.78 meters and held about 4.2136 million cubic meters of water, or approximately 83% of its maximum capacity of 5.1 million cubic meters. The natural dam was stable, but heavier rainfall in the following days could still cause an earlier overflow. Residents in the alert area and agencies responsible for roads, railways, and river defenses therefore had to remain prepared.

15:50 Update: All Red and Yellow Alerts from the Soil and Water Conservation Agency Lifted

At 15:30 on July 12, 2026, the Agency of Rural Development and Soil and Water Conservation issued Typhoon Bavi Debris Flow and Large-Scale Landslide Alert Report No. 14: zero red and zero yellow debris-flow alerts, and zero red and zero yellow large-scale landslide alerts.

The lifting of those alerts does not mean that roads, bridges, streams, slopes, temporary access roads, or industrial roads immediately became safe. Before entering, people must confirm on-site inspections and reopening announcements from local governments, police and fire services, township offices, and road authorities.

• Forestry and Nature Conservation Agency: The Wanli Creek landslide-dammed lake remains under a formal yellow alert. After expiry, their status remains monitoring pending official confirmation of restoration. Do not independently assume either a continuing outage or full restoration; this is not a red alert.
• Water Resources Agency: This scan found no active flood alert or river-level alert.
• Central Weather Administration: At the end of the scan, there was no active torrential- or heavy-rain advisory or thunderstorm instant message.

• Matai'an Creek landslide-dammed lake: The yellow alert has been lifted.
• Donghe Village, Nanzhuang: Travel on County Road 21 toward Shibi remains subject to the latest road-authority announcement; do not enter closed sections or work zones on your own.

The site's displayed level remains `warning` because the Wanli Creek landslide-dammed lake is under a formal yellow alert, storage has reached 94.1%, and the alert area must maintain early-evacuation and emergency-response preparations. Guanwu's reopening, the cleared access road, yellow or lifted alerts, communications pending confirmation, and other monitoring information must not be mislabeled as `red`.

Recommended Actions

• Residents in the Wanli Creek yellow-alert area should keep identification, medication, drinking water, communications equipment, and essential supplies ready. Follow local-government advice to plan an early evacuation to relatives' homes; do not wait for a red alert before beginning preparations.
• Do not enter the Wanli Creek channel, areas beneath bridges, closed zones, or the alert area on your own. Follow instructions from township offices, police and fire services, and emergency-response units regarding roads, railways, shelter placement, and return-home arrangements.
• Before traveling to Guanwu, confirm the day's road and recreation-area notices. Although the access road has been cleared, landslide and rockfall risks remain. Slow down, do not stop in rockfall zones, and obey on-site controls.
• Do not enter Lalashan or natural trails that remain closed. Reopening dates are subject to Forestry and Nature Conservation Agency announcements.
• If mobile phones in Wufeng or Jianshi still have no signal, move to a location with service only when safe, use a landline or internet-based communications, or seek help from the township office, police, or fire services. In an emergency, follow official instructions to contact 112 or 119, and do not rely on a single carrier or device.
• Do not enter closed or repair sections of County Road 21 from Donghe Village, Nanzhuang, toward Shibi. Travel and supply delivery remain subject to announcements from Miaoli County Government, Nanzhuang Township Office, police and fire services, and the road authority.
• Although no flood alert or red or yellow alert from the Agency of Rural Development and Soil and Water Conservation is active, this does not mean roads, streams, slopes, temporary access roads, bridges, or industrial roads are immediately safe. Check the responsible authority's announcement before resuming travel or work.
