20:07 Update

The Hualien Branch of the Forestry and Nature Conservation Agency issued Emergency Notification No. 11 for the landslide-dammed lake on the Wanli River at 15:00 on July 16, upgrading the alert level from yellow to red alert. The Hualien County Emergency Operations Center simultaneously moved to Level I activation and initiated emergency-response measures.

In Wanrong Township, work and classes were suspended in Wanrong Village from 15:00 on July 16. The announcement applies only to Wanrong Village; it must not be interpreted as applying to the whole township.

Current official traffic controls are as follows:

• 西寶大橋: closed.
• 箭瑛大橋 and 中興大橋: open from 8:00 to 20:00; closed overnight.
• Wanli River Bridge on Provincial Highway 9: controlled single-lane passage from 8:00 to 22:00; closed overnight.
• Taiwan Railway services: operating normally at the time of the update; subsequent adjustments will depend on conditions on the ground.

Residents in the alert zone and anyone near the downstream river channel must immediately follow evacuation, emergency-shelter, river-clearance, and traffic-control instructions from the Hualien County Government, Wanrong Township Office, police and fire services, and on-site command units. Do not enter rivers, streams, areas beneath bridges, closed roads, or alert zones.

Indigenous Township Regional Assessment

• Northern Taiwan: No new torrential rain or heavy rain special alerts, severe thunderstorms, Level I flooding, red or yellow debris flow or large-scale landslide alerts, road closures in Indigenous townships, evacuations and sheltering, work and school closures, or major public service disruptions.
• Central Taiwan: Taichung Heping, Nantou Renai and Xinyi, Chiayi Alishan — no new official alerts meeting publication thresholds, road closures, evacuations and sheltering, work and school closures, traffic suspensions, or major public service changes.
• Southern Taiwan: Tainan’s mountain areas, Kaohsiung’s Tauyuan, Namaxia, and Maolin districts, and Pingtung’s Indigenous townships — no new Level I flooding, upgraded soil and debris alerts, sudden river surges, road closures, evacuations and sheltering, work and school closures, traffic suspensions, or major agricultural damage reports.
• Eastern Taiwan: Red alert for landslide-dammed lake on Wanli River; work and school closures in Wanrong Village; traffic controls activated downstream on the Wanli River and its bridges. Yilan, other Hualien Indigenous townships, and Taitung Indigenous townships — no other new official changes meeting thresholds.

The Agency of Rural Development and Soil and Water Conservation currently reports zero red debris flow alerts and zero yellow debris flow alerts; zero large-scale landslide red alerts and zero yellow alerts. The red alert for the Wanli River landslide-dammed lake was issued by the Hualien Branch of the Forestry and Nature Conservation Agency. It is separate from the debris-flow and large-scale-landslide statistics maintained by the Agency of Rural Development and Soil and Water Conservation and must not be conflated with them.
