The Highway Bureau announced on July 22 at 16:55 that the Wanlong River landslide-dammed lake emergency response team's 14th working meeting decided to fully open Route 9 227K+895 Wanlong River Bridge for passage, considering public needs and related risks. Monitoring personnel are stationed on both ends of the bridge; if overflow water level rises significantly to the action threshold of 138.4 meters, full closure will be executed immediately.

As checked at 08:21 on July 23, Forestry and Nature Conservation Agency Hualien Branch's latest public status remains from early morning 05:30 confirming landslide-dammed lake overflow; no official announcement has yet been released to lift the red restriction inside the river channel on both sides of Wanlong River Bridge or upgrade land area alerts. Full opening of Route 9 bridge does not equate to lifting river channel restrictions nor does it mean landslide-dammed lake risk is resolved.

Central Weather Administration currently lists no active torrential rain/heavy rain special reports or severe thunderstorm real-time messages; Directorate-General of Personnel Administration updated at 08:11 with no suspension of work and school on July 23; Agency of Rural Development and Soil and Water Conservation debris flow red/yellow alerts and large-scale landslide red/yellow alerts are both zero. As checked at 18:08, Forestry and Nature Conservation Agency Hualien Branch's latest public status remains from early morning 05:30 confirming Wanlong River landslide-dammed lake overflow; no official announcement has yet been released to lift river channel red restriction or upgrade land area alerts. Although the dam body currently shows no obvious undercutting and immediate failure signs, overflow has occurred, so the river channel inside the embankments on both sides of Wanlong River Bridge remains under red restriction.

This site therefore raises its warning visual to red; red indicates only that the river channel inside the embankments on both sides of Wanlong River Bridge is prohibited for personnel and machinery entry, not that Wanrong Township land areas are overall upgraded back to red alert. Land areas remain under general alert and high-risk monitoring; do not enter riverbed, under bridge, embankment interior, or go to overflow site to watch.

Forestry and Nature Conservation Agency Hualien Branch announced that LiDAR aerial photography on July 21 confirmed the latest dam top elevation of landslide-dammed lake as 1090.5 meters; water level gauge from early morning 01:40 on July 22 showed up-and-down fluctuations after reaching 1090.5 meters, and overflow was confirmed by drone aerial photography at 05:30.

Official data shows maximum pre-overflow water level as 1090.68 meters, latest water level approximately 1090.61 meters, storage volume about 6.0179 million cubic meters. Aerial comparison found no obvious undercutting at natural dam overflow outlet; water level and discharge remain stable with no immediate dam failure signs; under sunny or light rain conditions, impact scope is estimated to stay within river channel.

Land areas maintain general alert/continuous monitoring, river channel inside embankments on both sides of Wanlong River Bridge remains red restricted. All personnel and machinery are prohibited from entering riverbed, under bridge, or embankment interior; "overflow but dam body temporarily stable" does not equate to risk resolution nor does it mean river channel entry is allowed.

Highway Bureau Eastern District Maintenance Engineering Branch announced at 06:00 that Forestry Conservation Agency water level gauge fluctuated above 1090.5 meters from early morning 01:00; due to unclear overflow conditions, Route 9 Wanlong River Bridge, Taiwan Railway new Wanlong River Bridge, Xiba Bridge and Jianying Bridge remained fully closed until 07:00.

Highway Bureau's latest announcement at 07:46 further stated that Forestry Conservation Agency reported no significant rise in Wanlong River water level; Route 9 227K+895 Wanlong River Bridge was restored for passage early at 06:30, with monitoring personnel on-site strengthening surveillance. Restoration does not mean landslide-dammed lake risk is resolved; road users must still obey mobile control and check Highway Bureau real-time traffic conditions before departure.

Forestry and Nature Conservation Agency's mountain leisure website announced that Lintian Mountain Forestry Cultural Park will remain under precautionary closure on July 21 and July 22 due to continued Wanlong River landslide-dammed lake. The park is located in Senrong Li, Fulin Town, Hualien County, within the official public service change directly affected by this landslide-dammed lake; please do not go there; subsequent opening time subject to latest announcements from the park and Hualien Branch.

Forestry and Nature Conservation Agency Hualien Branch issued Emergency Notification Sheet No. 13 for Wanlong River landslide-dammed lake, adjusting land area alert from yellow to general alert; however river channel inside embankments on both sides of Wanlong River Bridge remains red restricted, all personnel and machinery prohibited from entering. Land area general alert must not be mislabeled as yellow or red; river channel red restriction also must not be interpreted as landslide-dammed lake risk fully resolved.

This land area yellow alert has been updated by the 13th report to general alert.

Forestry and Nature Conservation Agency Hualien Branch's morning 11 AM monitoring via normally operating No. 2 water level gauge showed Wanlong River landslide-dammed lake water level at 1087.33 meters, storage volume estimated as 105.25% of maximum reservoir capacity, approximately 0.17 meters below dam top elevation of 1087.5 meters; aerial photography and water level gauge cross-reading confirmed no overflow at that time. This old monitoring information has been updated by latest official notification on July 22.
