The Central Weather Administration's marine typhoon warning at 05:30 on July 25 shows Typhoon NOUL's center located about 280 km southwest of Eluanbi, with maximum sustained winds near the center at 30 m/s. The radius of gale-force winds (7-level) has expanded to 180 km and typhoon-force winds (10-level) to 60 km; the storm circle is sweeping over southern Taiwan waters, maintaining marine alerts in the Bashi Strait, Dongsha Island area and Taiwan Strait.

The torrential rain special report at 06:29 updates land-based rainfall risk as:

• Taitung County, Pingtung County mountain areas and Hengchun Peninsula: localized heavy or torrential rain possible.

The Maritime and Port Bureau, Ministry of Transportation and Communications's natural disaster response team reported on the evening of July 24 that, due to Typhoon NOUL, a total of 12 routes and 105 voyages will be suspended on July 25. Among routes most directly affecting Indigenous communities and villages:

• Fugang ↔ Lanyu: all 4 scheduled voyages suspended.
• Lanyu ↔ Green Island: all 2 scheduled voyages suspended.
• Houbihu ↔ Lanyu: all 4 scheduled voyages suspended.

All three regular ferry routes serving Lanyu — a total of 10 voyages — are fully suspended, meaning all sea passenger services to Lanyu Township on July 25 are completely interrupted. Fugang ↔ Green Island is partially suspended; about 12 voyages will operate and 6 will be cancelled. Passengers must still confirm with ferry companies or port authorities before departure.

This represents a confirmed change in public transportation for the offshore island, verified by the competent authority. This control is classified as `watch / precautionary closure`, not a debris-flow or large-scale-landslide red alert; it also does not mean that all Indigenous areas or ordinary roads in Taitung County are closed.

The Ministry of Transportation and Communications Highway Bureau Southern District Maintenance Engineering Branch announced on July 24 that South Cross-Island Highway Provincial Highway 20 Temporary Route 105 from 0K to 44K (Meishankou to Xiangyang) will be under control, not open for traffic, starting 7 a.m. on July 25 due to possible heavy rainfall from Typhoon NOUL. When it will reopen depends on weather improvement and road safety inspections.

This information has moved from the previous round's "possible mobile control" to a confirmed transportation interruption by the competent highway authority, affecting the mountain corridor between Taoyuan District in Kaohsiung City and Haiduan Township in Taitung County. The Highway Bureau also announced that Taiwan Highway 20 Line 149K+110 to 199K (Xiangyang to Chulai) may still be closed as a precautionary measure from July 25 to 26, but as of this update no definitive closure time has been published.
