ARDSWC Soil-Disaster Red Alerts Fall to Zero; Pingtung Remains Yellow While Wanli River Channel Red Persists

19:53 Update: ARDSWC Soil-Disaster Red Alerts Fall to Zero; Wanli River Channel Red and South Link Suspension Continue

Information time: August 25, 2026, 19:53, based on the Agency of Rural Development and Soil and Water Conservation's 18:30 Report No. 23 for the 0822 heavy-rain event, the Directorate-General of Personnel Administration's 19:44 update, Highway Bureau notices issued on August 25, Taiwan Railway Corporation's latest notice, the Alishan Forest Railway and Cultural Heritage Office's August 25 notice, current Forestry and Nature Conservation Agency information, and Central Weather Administration warning pages.

Major official change: Report No. 23 lowers nationwide debris-flow `red` alerts to zero and large-scale-landslide `red` alerts to zero. Only 32 debris-flow `yellow` alerts and one large-scale-landslide `yellow` alert remain, all in Pingtung. Compared with Report No. 21 at 12:30, which listed 42 debris-flow red alerts, 72 yellow alerts, one large-scale-landslide red alert, and two yellow alerts, all formal ARDSWC red alerts have now been lifted. Yellow remains `yellow / watch` and must not inherit an earlier red label.

Northern Indigenous areas: Wulai in New Taipei, Fuxing in Taoyuan, Jianshi and Wufeng in Hsinchu, and Nanzhuang and Tai'an in Miaoli have no debris-flow or large-scale-landslide red or yellow alerts in Report No. 23 and remain under `monitoring`. The existing water restriction at Jiujiu Lodge on the Daba route remains a `public-service watch`, not a township-wide water outage.

Central Indigenous areas: Heping in Taichung, Ren'ai and Xinyi in Nantou, and Alishan in Chiayi have no debris-flow or large-scale-landslide red or yellow alerts in Report No. 23. The Highway Bureau announced that Provincial Highway 18 at kilometer 72+200 in Dabang Village, Alishan Township, reopened at 14:00, so the earlier `road-closure watch` is lifted. The Alishan Forest Railway and Cultural Heritage Office also announced that the main line and the Zhushan, Zhaoping, and Shenmu branch lines will resume normal operation on August 26.

Southern Indigenous areas: All 32 debris-flow yellow alerts and the one large-scale-landslide yellow alert in Report No. 23 are in Pingtung, which therefore remains `yellow / watch` but no longer has ARDSWC soil-disaster red alerts. The Directorate-General of Personnel Administration's 19:44 update still lists work-and-class suspensions today in Maolin, Taoyuan, and Namasia in Kaohsiung and in multiple Pingtung Indigenous townships. For August 26, the official page lists continued or new suspensions in Dewen and Dashe villages of Sandimen Township and in Chunri Township. These are `work-class suspension / watch`, not soil-disaster red alerts. The Forestry and Nature Conservation Agency Pingtung Branch also says Shuangliu National Forest Recreation Area, Kuaigu Lodge, Mount Beidawu, Jinshuiying, and other Kaohsiung-Pingtung natural trails remain closed on August 26 pending safe conditions and inspection. Taiwan Railway Corporation's latest notice says worsening landslide conditions between Fangshan and Fangye make repairs difficult and that South Link Line trains remain suspended through 24:00 on August 25, so the `transport / watch` remains active.

Eastern Indigenous areas: Hualien and Taitung have no debris-flow or large-scale-landslide red or yellow alerts in Report No. 23. The Forestry and Nature Conservation Agency Hualien Branch's August 25 Report No. 18 still keeps the Wanli River channel itself under formal `red`, while the yellow alert outside the channel boundary has been lifted. This red applies only to the officially mapped river-channel area and is separate from ARDSWC Report No. 23. After the magnitude 5.8 earthquake southeast of Taitung at 15:00, the Highway Bureau's 16:22 final inspection report said the provincial-highway network in the intensity-4 inspection area had no disaster damage, so the earthquake remains `monitoring`. Tongmen Community in Xiulin Township, neighborhoods 7 through 14, remains under today's work-and-class suspension as a separate `watch`.

Weather and water conditions: The Central Weather Administration's heavy-rain warning page currently lists no active county warning, and its severe-thunderstorm page lists no active event. This scan found no new Level-1 inundation alert affecting Indigenous areas. Weather-warning clearance does not automatically cancel the separate Wanli River channel red alert, transport suspensions, trail closures, or work-and-class suspension decisions.

Alert levels and action: The site's overall `red` status is retained only because the Forestry and Nature Conservation Agency's formal red alert inside the mapped Wanli River channel remains in force. ARDSWC Report No. 23 contains no debris-flow or large-scale-landslide red alert anywhere. Pingtung soil-disaster locations are therefore shown only as `yellow / watch`. Check Taiwan Railway Corporation before using the South Link Line; follow the August 26 suspension notices for Dewen and Dashe in Sandimen and for Chunri; and do not enter closed mountain areas.

15:51 Update: Debris-Flow Red Alerts Fell to 42; Haiduan Reopened, Wanli River Outer Yellow Alert Lifted

Report No. 21 then listed 42 debris-flow red alerts and 72 yellow alerts, plus one red and two yellow large-scale-landslide alerts. Formal soil-disaster red alerts remained only at listed Pingtung locations. Highway 20 in Haiduan had reopened, Highway 18 at kilometer 72+200 in Alishan was still listed as blocked, and the Wanli River outer yellow alert had been lifted while the channel red alert remained. This status has been superseded by the 19:53 update based on Report No. 23 and later transport information.

11:58 Update: Debris-Flow Red Alerts Dropped Sharply; Hualien and Taitung Shifted to Yellow, Roads Were Blocked in Haiduan and Alishan

Report No. 20 then listed 57 red and 238 yellow debris-flow alerts and three red and seven yellow large-scale-landslide alerts. Hualien and Taitung no longer had soil-disaster red alerts, while Highway 20 in Haiduan and Highway 18 in Alishan were both listed as blocked. That status has been superseded by later reports and reopening notices.

04:06 Update: Hualien Debris-Flow Red Alerts Rose to 40; Tongmen Community in Xiulin Suspended Work and Classes

Report No. 19 then listed 274 red and 128 yellow debris-flow alerts nationwide, plus eight red and 11 yellow large-scale-landslide alerts, and Hualien had risen to 40 red and 22 yellow debris-flow alerts. The personnel-administration update also added a work-and-class suspension for Tongmen Community in Xiulin, covering Tongmen Village neighborhoods 7 through 14. That earlier alert status has been superseded by later reports.

00:14 Update: Indigenous Townships in Kaohsiung and Pingtung Suspended Work and Classes on August 25

The Directorate-General of Personnel Administration confirmed work-and-class suspensions in Maolin, Taoyuan, and Namasia in Kaohsiung and in Sandimen, Mudan, Laiyi, Chunri, Taiwu, Shizi, Majia, and Wutai in Pingtung on August 25. All are classified as `work-class suspension / watch`; soil-disaster red status is determined only by the competent authority's formal location list.
