Turn digital access into a service entry point
A practical first step for Indigenous townships is not another large platform. It is a common entry point for high-frequency services: township notices, subsidies and applications, transport, long-term care, education, agriculture, Indigenous-language learning, employment training and post-disaster assistance. Each record should preserve the responsible agency, publication date, validity period, eligibility, required documents, service contact, source URL, last human verification date and version status.

Digital navigators can bridge AI and human service
Local digital navigators can help elders and residents who are less familiar with online services search for information, verify sources, use online forms, report errors and connect unresolved questions to township staff. Returning youth, community-college learners, digital-opportunity-centre collaborators and existing community organizations can participate if responsibilities, training and compensation are clearly designed.
AI can reduce search and summarization costs. People remain responsible for context, trust, culture and individual decisions.
Start Indigenous-language AIGC with high-frequency services
Indigenous-language AI does not need to translate every government document at once. A township can begin with ten to twenty high-frequency services and produce language-friendly titles, key fields, frequently asked questions and human contact points, reviewed by language teachers, fluent speakers or authorized language workers.
AIGC can transform the same verified source into elder-friendly, mobile-short, staff-facing or language-learning versions, while preserving provenance, version and human-review status. Traditional knowledge and cultural corpora require additional governance rather than automatic inclusion in training data. Indigenous data governance can also draw on the Global Indigenous Data Alliance CARE Principles and Local Contexts for authority, provenance, community protocols and withdrawal conditions.
A 90-day MVP
During the first 30 days, map ten high-frequency services and define common fields and update owners. During days 31–60, connect those records to RAG/chatbot search and require every answer to display its source, last update date and human contact. During days 61–90, test the service with two or three communities or service points and record common questions, human-handoff needs, stale records and language-access problems.
Success should be measured by whether residents reach the correct service faster, stale information declines, errors can be corrected, human handoffs work and people with lower digital familiarity can complete a search—not simply by chatbot volume.
The NDC's decision to place the Indigenous digital divide inside an AI-era open-government framework creates a useful policy signal for Taiwan's 55 Indigenous townships: public services can move from separate websites and notices toward a network that is source-visible, locally maintainable, AI-assisted and human-supported.
