Affected Indigenous areas and material change: The Taitung Branch announced that inspections and recovery work found the sites safe, and Zhiben National Forest Recreation Area, Jiaming Lake National Trail including Xiangyang Lodge and Jiaming Lake Lodge, Dawu Ocean View Trail and Green Island Ameishan Trail reopen on September 4. On the morning of September 4, Taiwan Forest Recreation also shows Zhiben as open today and Dawu Ocean View Trail as fully open. The `public-service / watch` caused by these closures in Beinan, Haiduan and Dawu can therefore be cleared. If Haiduan remains affected by existing South Cross-Island Highway traffic controls, only its `transport / watch` remains.

Six Taitung trails — the eastern section of Antong Historic Trail, Malaolou Trail, Liyushan Trail, Dulan Mountain Trail, Green Island Guanhai Trail and the eastern section of Jinshuiying National Trail — remain closed. Affected areas including Daren therefore retain `public-service / watch`; they must not be marked as fully reopened.

In Pingtung, Kenting National Forest Recreation Area remains closed on September 4 because standing water has not fully receded and trail mud still requires cleanup. Shuangliu National Forest Recreation Area is open today, but high stream levels keep the stream-crossing area closed, so related facilities in Shizi remain `public-service / watch`. The Highway 26 Shiniu Creek work zone continues with one lane open in each direction while repairs proceed and remains `transport / watch`; the highway is not fully interrupted.

Nationwide regional assessment: In the north, no new threshold-level official escalation was identified for Wulai, Fuxing, Jianshi, Wufeng, Nanzhuang or Tai'an. The earlier landslide blockage at Jianshi County Road 60, 23.5K, has been handled, but the latest official traffic notice still indicates continuing alert, so Jianshi remains `transport / watch`. In the central region, no new threshold-level official change was identified for Heping, Ren'ai, Xinyi or Alishan, which remain `monitoring`. Hualien's Wanli Creek barrier lake remains under monitoring, with forecast rainfall below the threshold for issuing a new alert.

Alert-level correction: The latest Agency of Rural Development and Soil and Water Conservation warning report remains the fifth report for the September 1 heavy-rain event, with no new debris-flow or large-scale-landslide red/yellow warning report identified. The Directorate-General of Personnel Administration states there is no work/class suspension information for September 4. However, the Forestry and Nature Conservation Agency Hualien Branch's August 25 Wanli Creek Barrier Lake Bulletin No. 18 explicitly states that the river-channel area remains under red alert and closed to entry, while the yellow alert outside the river channel is lifted. The earlier statement that there was no red alert therefore requires correction: the overall site level should be `red`, but the red status applies only to the Wanli Creek river-channel control zone, not all of Wanrong Township.

Recommended action: Before visiting reopened Taitung forest sites, check Taiwan Forest Recreation for the latest status. Do not enter the six trails that remain closed or Shuangliu's closed stream-crossing area. Drivers using the Highway 26 Shiniu Creek work zone, the Jianshi County Road 60 alert segment or existing South Cross-Island Highway control sections should follow on-site traffic management and the latest official road notices. 11:57 Update: Northern Heavy-Rain Bulletin Changes; Wulai and Fuxing Move to weather / watch

Affected Indigenous areas: The Central Weather Administration's 11:05 bulletin says a low-pressure zone may bring short-duration intense rainfall, with local heavy rain or torrential rain possible in Keelung, Taipei, New Taipei and Toucheng Township in Yilan, and local heavy rain possible in Taoyuan. Under this system's nationwide Indigenous-area assessment, Wulai District in New Taipei and Fuxing District in Taoyuan move to `weather / watch`. This is a monitoring alert, not a red alert. Because the Yilan portion of this bulletin specifically names Toucheng Township, Datong and Nan'ao are not directly escalated by this 11:05 bulletin.

Nationwide regional assessment: In the north, Wulai and Fuxing newly move to `weather / watch`; Jianshi County Road 60 at 23.5K remains under the existing `transport / watch`, while no new threshold-level official escalation was identified for Wufeng, Nanzhuang or Tai'an. 15:36 Update: Heavy-Rain Warning Expands to Central Taiwan and Mountain Areas; Heping Adds Level-Two Inundation Watch

Affected Indigenous areas and alert change: The Central Weather Administration's afternoon heavy-rain bulletin has expanded beyond the morning's mainly northern warning. Local heavy rain or torrential rain is possible in Keelung, Taipei, New Taipei and Toucheng Township in Yilan, while local heavy rain is possible across central and northern Taiwan and other mountain areas. Under the nationwide Indigenous-area assessment, Jianshi and Wufeng in Hsinchu County and Nanzhuang and Tai'an in Miaoli County newly move or remain at `weather / watch` alongside Wulai and Fuxing. In central Taiwan, Heping in Taichung, Ren'ai and Xinyi in Nantou, and Alishan in Chiayi move to `weather / watch`. In the south, mountain-area Indigenous districts including Taoyuan, Namaxia and Maolin in Kaohsiung and Sandimen, Wutai, Majia, Taiwu, Laiyi, Chunri, Shizi and Mudan in Pingtung are placed at `weather / watch`. In the east, Xiulin, Wanrong and Zhuoxi in Hualien, and mountain areas affecting Beinan, Yanping, Haiduan, Daren, Jinfeng, Taimali and Dawu in Taitung are placed at `weather / watch`. Datong and Nan'ao are not directly escalated because the Yilan warning area remains specified as Toucheng; Lanyu is likewise not directly escalated by a warning defined for Taitung mountain areas.

Central-region inundation watch: The Public Warning Platform also shows that the Water Resources Agency has issued a level-two inundation warning for Heping District, Taichung, based on 134 mm of rainfall over three hours at Shang Guguan station. If rain continues, flood-prone locations in Bó'ai, Tianlun and Ziyou villages and along Provincial Highway 7A may begin to accumulate water within three hours. This site correctly labels the condition as `flood / watch` (level two); it is not a level-one inundation alert and not `red`.

Nationwide regional assessment: In the north, Wulai, Fuxing, Jianshi, Wufeng, Nanzhuang and Tai'an are under weather watch; Jianshi also retains the existing County Road 60 transport watch. In the central region, Heping, Ren'ai, Xinyi and Alishan move to weather watch, with Heping additionally under a level-two `flood / watch`. In the south, Indigenous mountain areas in Kaohsiung and Pingtung add weather watch, while the existing Kenting closure, Shuangliu stream-crossing closure, Highway 26 Shiniu Creek work zone and South Cross-Island Highway watches continue. In the east, Indigenous mountain areas in Hualien and Taitung add weather watch; six Taitung trail closures and Haiduan's existing transport watch continue. Datong, Nan'ao and Lanyu are not directly escalated by the specified warning areas in this update. Wanli Creek in Wanrong additionally retains a separate existing `barrier-lake / red` for the river-channel control zone.

Heping's level-two inundation warning is `flood / watch`, not a level-one alert or red. However, the existing Wanli Creek barrier-lake river-channel red alert must remain correctly represented. The overall site level should therefore be `red`, with red limited to the Wanli Creek river-channel alert zone.

Recommended action: Heping and all Indigenous areas under the expanded heavy-rain watch should increase vigilance for short-duration intense rainfall, rapidly rising streams, landslides, rockfalls and low-lying flooding. Residents and road users around Bó'ai, Tianlun and Ziyou villages and Provincial Highway 7A in Heping should follow the Water Resources Agency's real-time warning updates and avoid riverbeds, channels and inundated roads. 23:46 Update: Wanli Creek River-Channel Red Alert Remains; Heavy-Rain Warning Lifted, Kenting Reopens September 5

Alert cancellation and nationwide assessment: At 19:40 the Central Weather Administration announced that rainfall had eased and the probability of heavy or torrential rain had decreased, so it lifted the heavy-rain warning; that cancellation message was valid through 19:57. The `weather / watch` statuses assigned to Indigenous areas in the north, central, south and east because of the 15:36 expansion are therefore no longer carried forward in this scan. In the north, Wulai, Fuxing, Jianshi, Wufeng, Nanzhuang and Tai'an are cleared of this specific weather watch, while Jianshi County Road 60 at 23.5K retains its existing `transport / watch`. In the central region, Heping, Ren'ai, Xinyi and Alishan are cleared of this specific weather watch. The Water Resources Agency's current alert query no longer lists Heping under an active inundation warning, so the 15:36 level-two `flood / watch` is not continued. Southern and eastern Indigenous areas are likewise cleared of this specific weather watch, while existing road, forest and recreation-site controls remain in force.

Critical red-alert correction: The latest explicit official Wanli Creek barrier-lake alert bulletin that could be confirmed is Hualien Branch Bulletin No. 18, issued August 25 at 10:00. It explicitly states that the yellow alert outside the river channel is lifted, while the river-channel area remains under red alert and stays closed to entry. The stated river-channel control zone runs from the barrier lake to the confluence with the Hualien River. The bulletin also requires monitoring of relevant public facilities, river-channel works, the TRA New Wanli Creek Bridge, Provincial Highway 9 Wanli Creek Bridge, Xibao Bridge and Jianying Bridge. The outside-channel yellow-alert area that was lifted includes Wanrong and Mingli villages in Wanrong Township and several communities in Fenglin Township. The Hualien Branch's September 4 monitoring update reports the dam remains intact, overflow remains stable, and 12- and 24-hour forecast rainfall are both 40.1 mm, below the threshold for issuing a new alert. No later official notice explicitly cancelling the existing river-channel red alert was found through the evening of September 4. Therefore the site correctly keeps `barrier-lake / red` for the Wanli Creek river-channel control zone. This red classification does not mean all of Wanrong Township or outside-channel communities are under red alert.

Southern public-service change: The Forestry and Nature Conservation Agency Pingtung Branch says Kenting National Forest Recreation Area will reopen September 5. However, Xiandong and the Ancient Banyan Trail remain temporarily closed because standing water has not fully receded and mud cleanup is still required. Shuangliu National Forest Recreation Area's stream-crossing area remains closed; access to Shuangliu Waterfall must use the mountainside trail, and the White Banyan Trail requires an out-and-back route. Existing precautionary closures at selected Maolin National Scenic Area trails and sites have no reopening notice identified in this scan and therefore remain `public-service / watch`. The Highway 26 Shiniu Creek work zone and the existing Taoyuan-Haiduan South Cross-Island Highway controls also remain `transport / watch`.

Other regions and alert level: In the east, the six Taitung trails that remain closed and Haiduan's existing traffic control stay on watch. The latest Agency of Rural Development and Soil and Water Conservation warning report remains the September 2 fifth report for the September 1 heavy-rain event, with no new debris-flow or large-scale-landslide red/yellow warning. The Directorate-General of Personnel Administration continues to show no work/class suspension information for September 4. This scan identified no level-one inundation alert, evacuation, shelter activation, full Indigenous-area transport shutdown, or new major agricultural-loss / water / power interruption. The overall website status must be `red` because the Wanli Creek river-channel red alert remains active; all other cleared or watch-level items remain labeled `monitoring / watch`, and the Wanli red must not be generalized to other Indigenous areas.
