Affected Indigenous areas and material change: The Taitung Branch announced that inspections and recovery work found the sites safe, and Zhiben National Forest Recreation Area, Jiaming Lake National Trail including Xiangyang Lodge and Jiaming Lake Lodge, Dawu Ocean View Trail and Green Island Ameishan Trail reopen on September 4. On the morning of September 4, Taiwan Forest Recreation also shows Zhiben as open today and Dawu Ocean View Trail as fully open. The `public-service / watch` caused by these closures in Beinan, Haiduan and Dawu can therefore be cleared. If Haiduan remains affected by existing South Cross-Island Highway traffic controls, only its `transport / watch` remains.

Six Taitung trails — the eastern section of Antong Historic Trail, Malaolou Trail, Liyushan Trail, Dulan Mountain Trail, Green Island Guanhai Trail and the eastern section of Jinshuiying National Trail — remain closed. Affected areas including Daren therefore retain `public-service / watch`; they must not be marked as fully reopened.

In Pingtung, Kenting National Forest Recreation Area remains closed on September 4 because standing water has not fully receded and trail mud still requires cleanup. Shuangliu National Forest Recreation Area is open today, but high stream levels keep the stream-crossing area closed, so related facilities in Shizi remain `public-service / watch`. The latest September 3 official monitoring update for Hualien's Wanli Creek landslide lake states forecast rainfall remained below the warning-issuance threshold, so monitoring continues.

Alert level: The latest Agency of Rural Development and Soil and Water Conservation warning report remains the fifth report for the September 1 heavy-rain event, with no new debris-flow or large-scale-landslide red/yellow warning report identified. The Directorate-General of Personnel Administration page on the morning of September 4 states there is no work/class suspension information. 11:57 Update: Northern Heavy-Rain Bulletin Changes; Wulai and Fuxing Move to weather / watch

Affected Indigenous areas: The Central Weather Administration's 11:05 bulletin says a low-pressure zone may bring short-duration intense rainfall, with local heavy rain or torrential rain possible in Keelung, Taipei, New Taipei and Toucheng Township in Yilan, and local heavy rain possible in Taoyuan. Under this system's nationwide Indigenous-area assessment, Wulai District in New Taipei and Fuxing District in Taoyuan move to `weather / watch`. This is a monitoring alert, not a red alert. Because the Yilan portion of this bulletin specifically names Toucheng Township, Datong and Nan'ao are not directly escalated by this 11:05 bulletin.

Nationwide regional assessment: In the north, Wulai and Fuxing newly move to `weather / watch`; Jianshi County Road 60 at 23.5K remains under the existing `transport / watch`, while no new threshold-level official escalation was identified for Wufeng, Nanzhuang or Tai'an. Affected Indigenous areas and alert change: The Central Weather Administration's afternoon heavy-rain bulletin has expanded beyond the morning's mainly northern warning. Local heavy rain or torrential rain is possible in Keelung, Taipei, New Taipei and Toucheng Township in Yilan, while local heavy rain is possible across central and northern Taiwan and other mountain areas. Under the nationwide Indigenous-area assessment, Jianshi and Wufeng in Hsinchu County and Nanzhuang and Tai'an in Miaoli County newly move or remain at `weather / watch` alongside Wulai and Fuxing. In central Taiwan, Heping in Taichung, Ren'ai and Xinyi in Nantou, and Alishan in Chiayi move to `weather / watch`. In the south, mountain-area Indigenous districts including Taoyuan, Namaxia and Maolin in Kaohsiung and Sandimen, Wutai, Majia, Taiwu, Laiyi, Chunri, Shizi and Mudan in Pingtung are placed at `weather / watch`. In the east, Xiulin, Wanrong and Zhuoxi in Hualien, and mountain areas affecting Beinan, Yanping, Haiduan, Daren, Jinfeng, Taimali and Dawu in Taitung are placed at `weather / watch`. Central-region inundation watch: The Public Warning Platform also shows that the Water Resources Agency has issued a level-two inundation warning for Heping District, Taichung, based on 134 mm of rainfall over three hours at Shang Guguan station. If rain continues, flood-prone locations in Bó'ai, Tianlun and Ziyou villages and along Provincial Highway 7A may begin to accumulate water within three hours. This site correctly labels the condition as `flood / watch` (level two); it is not a level-one inundation alert and not `red`.

Nationwide regional assessment: In the north, Wulai, Fuxing, Jianshi, Wufeng, Nanzhuang and Tai'an are under weather watch; Jianshi also retains the existing County Road 60 transport watch. Alert level: The latest Agency of Rural Development and Soil and Water Conservation warning-report list remains the September 2 fifth report for the September 1 heavy-rain event, with no new debris-flow or large-scale-landslide red/yellow warning report issued. The Directorate-General of Personnel Administration still shows no work/class suspension information for September 4.
