The CWA's 19:35 update places all of Yilan County under an orange heavy-rain advisory through 23:00. Datong and Nan'ao townships are `weather / watch / orange`, not `red`. Wulai District remains `weather / watch / yellow`, not `red`. Mountain areas face possible slope failures, rockfalls and rapid stream rises.

The WRA's red-coded level-one inundation warning for Dongshan Township remains active. It says hourly rainfall at Dongshan station exceeded 50 mm and flooding may already be beginning on low-lying roads. The level-two warning for Su'ao Township was lifted at 19:47 as rainfall eased, although low-lying roads should still be watched. Dongshan and Su'ao are nearby road, stream and access-corridor risks for Yilan's Indigenous areas, but these inundation levels do not apply to Datong or Nan'ao themselves.

A red-coded level-one warning for regulated discharge from Zengwen Reservoir covers Tainan mountain areas including Dongshan, Nansi, Yujing, Zuozhen and Danei, plus Dapu in Chiayi; stay away from the Zengwen River bed. The 08:08 Wanli Creek restricted-zone CAP expired at 20:00 and had not been renewed by 20:10, so it returns to `barrier-lake / monitoring`. This does not independently declare the county-designated zone open; follow subsequent authority notices. Highway 7 at Daman, Fuxing, remains under `transport / watch`, not red.

Nationwide assessment:

• North: Wulai remains under yellow rain watch and the Fuxing road closure continues. No new threshold-level change was found for Jianshi, Wufeng, Nanzhuang or Tai'an.
• Central: No new threshold-level official change was found for Heping, Ren'ai, Xinyi or Alishan.
• South: The Zengwen release warning covers parts of Tainan's mountain areas and Dapu, while no new threshold-level change was found for the covered Kaohsiung and Pingtung Indigenous areas.
• East: Datong and Nan'ao remain under orange heavy-rain watch. Dongshan's level-one warning is a nearby access-corridor risk, Su'ao's level-two warning has been lifted, and the Wanli Creek CAP has expired and monitoring continues without independently declaring the county zone open. No other threshold-level change was found for the covered Hualien and Taitung Indigenous areas.

No new debris-flow or large-scale-landslide alert escalation, Indigenous resident evacuation, shelter opening, transport suspension, major agricultural loss, utility outage or other major public-service disruption was found. At 19:34, the personnel authority reported no work or class suspensions.

Recommended action: Avoid low-lying roads in Dongshan; continue watching for flooding in Su'ao and check live road conditions before travel toward Nan'ao. Avoid streams, riverbeds and unstable slopes in Datong, Nan'ao and Wulai. Stay away from the Zengwen River bed in the reservoir-release area. 16:08 Update: Heavy-Rain Watch Resumes for Wulai, Datong and Nan'ao

The CWA updated its heavy-rain advisory at 14:03, effective from 13:55 through 23:00. The CAP area list explicitly includes Wulai District in New Taipei City and Datong and Nan'ao townships in Yilan County. After the noon advisory expired, all three areas are again classified as `weather / watch / yellow`, not `red`. The Hualien County-designated Wanli Creek embankment and riverbed alert zones remain under `access-restriction / watch`; this is not a resident evacuation order or a red alert for all of Wanrong Township. Highway 7 at 48.9K in Daman, Fuxing, remains closed under `transport / watch`, not red.

Nationwide assessment: The north adds the Wulai rain watch while the Fuxing road watch continues. No new threshold-level change was found for Heping, Ren'ai, Xinyi or Alishan in central Taiwan. No new red alert, level-one inundation warning, slope-hazard escalation, Indigenous-area road interruption, evacuation or major public-service disruption was found in the south. 12:02 Update: Northern and Yilan Heavy-Rain Watch Expires; Wanli Creek and Fuxing Road Watches Continue

The 11:15 CWA heavy-rain advisory expired at 12:00. At 12:02, the CWA current heavy-rain page listed no active advisory. The `weather / watch / yellow` for Wulai, Datong and Nan'ao has therefore ended and the three areas return to `monitoring`; this is not the cancellation of a `red` alert. The Hualien County-designated Wanli Creek zone remains under `access-restriction / watch`, and Highway 7 at 48.9K in Daman, Fuxing, remains under `transport / watch`. Neither is red. 11:37 Update: Wulai, Datong and Nan'ao Under Heavy-Rain Watch; Wanli Creek Alert Zone Closed

Affected Indigenous areas and levels: The Central Weather Administration updated its heavy-rain advisory at 11:15. It took effect at 11:10 and was valid through 12:00. It explicitly lists Wulai District in New Taipei City and Datong and Nan'ao townships in Yilan County. Heavy rain had already occurred in Yilan mountain areas, and localized heavy rain remained possible. These three areas are `weather / watch / yellow`, not `red`.

Wanli Creek barrier lake is experiencing stable overflow. At 08:08, the National Fire Agency issued an alert telling the public not to enter the Hualien County-designated warning zones around the Wanli Creek embankment and riverbed. The text does not order residents to evacuate. It is therefore classified as `access-restriction / watch`, not a resident evacuation and not a red alert for all of Wanrong Township.

The Highway 7 Daman section at 48.9K in Fuxing District, Taoyuan, remains closed. Reopening is expected at 08:00 on September 17, subject to weather and slope stability. This remains `transport / watch`, not `red`. Datong briefly reached a level-two inundation warning overnight, but the Water Resources Agency cancelled it at 01:57. No level-one inundation warning is active in this scan.

Nationwide regional assessment:

• North: Wulai is under yellow heavy-rain watch; the Highway 7 Daman interruption in Fuxing remains under transport watch. No new threshold-level change was identified for Jianshi, Wufeng, Nanzhuang or Tai'an.
