12:02 Update: Northern and Yilan Heavy-Rain Watch Expires; Wanli Creek and Fuxing Road Watches Continue

The 11:15 CWA heavy-rain advisory expired at 12:00. At 12:02, the CWA current heavy-rain page listed no active advisory. The `weather / watch / yellow` for Wulai, Datong and Nan'ao has therefore ended and the three areas return to `monitoring`; this is not the cancellation of a `red` alert. The Hualien County-designated Wanli Creek zone remains under `access-restriction / watch`, and Highway 7 at 48.9K in Daman, Fuxing, remains under `transport / watch`. Neither is red. At 11:46, the personnel authority still reported no work or class suspensions. Official real-time notices govern.

11:37 Update: Wulai, Datong and Nan'ao Under Heavy-Rain Watch; Wanli Creek Alert Zone Closed

Affected Indigenous areas and levels: The Central Weather Administration updated its heavy-rain advisory at 11:15. It took effect at 11:10 and was valid through 12:00. It explicitly lists Wulai District in New Taipei City and Datong and Nan'ao townships in Yilan County. Heavy rain had already occurred in Yilan mountain areas, and localized heavy rain remained possible. These three areas are `weather / watch / yellow`, not `red`.

Wanli Creek barrier lake is experiencing stable overflow. At 08:08, the National Fire Agency issued an alert telling the public not to enter the Hualien County-designated warning zones around the Wanli Creek embankment and riverbed. The text does not order residents to evacuate. It is therefore classified as `access-restriction / watch`, not a resident evacuation and not a red alert for all of Wanrong Township.

The Highway 7 Daman section at 48.9K in Fuxing District, Taoyuan, remains closed. Reopening is expected at 08:00 on September 17, subject to weather and slope stability. This remains `transport / watch`, not `red`. Datong briefly reached a level-two inundation warning overnight, but the Water Resources Agency cancelled it at 01:57. No level-one inundation warning is active in this scan.

Nationwide regional assessment:

• North: Wulai is under yellow heavy-rain watch; the Highway 7 Daman interruption in Fuxing remains under transport watch. No new threshold-level change was identified for Jianshi, Wufeng, Nanzhuang or Tai'an.
• Central: No new threshold-level official change was identified for Heping, Ren'ai, Xinyi or Alishan.
• South: No new red alert, level-one inundation warning, slope-hazard escalation, road interruption, evacuation, transport suspension or major public-service disruption was identified for Tainan mountain areas; Taoyuan, Namaxia or Maolin in Kaohsiung; or Sandimen, Wutai, Majia, Taiwu, Laiyi, Chunri, Shizi or Mudan in Pingtung.
• East: Datong and Nan'ao are under yellow heavy-rain watch. The designated Wanli Creek alert zone is under access restriction watch. No new threshold-level change was identified for the other covered Hualien and Taitung Indigenous areas.

At 11:01, the personnel authority reported work and classes as usual. No new debris-flow or large-scale-landslide warning escalation, level-one inundation warning, resident evacuation, shelter opening, transport suspension, major agricultural-loss risk, utility outage or other major public-service disruption was identified. After the magnitude 4.5 earthquake east of Taiwan at 19:24 on September 11, no official change affecting Indigenous roads, bridges, schools, shelters, utilities or transport was found.

Recommended action: Avoid streams, riverbeds and slope-failure or rockfall-prone routes in Wulai, Datong and Nan'ao. Do not enter the Wanli Creek embankment, riverbed or any county-designated alert zone. Highway 7 at Daman remains closed; for travel between Taoyuan and Yilan, use National Freeway 5 or Highway 9 as advised by the highway authority. Official real-time notices govern.
