Affected Indigenous areas and levels: The CWA's 20:19 update remains valid through 06:00 on September 13. Datong and Nan'ao townships remain `weather / watch / orange`, not `red`. Wulai District remains `weather / watch / yellow`, not `red`. Mountain areas face possible slope failures, rockfalls and rapid stream rises.

The WRA downgraded Dongshan Township from a level-one to a level-two inundation warning, then lifted the warning at 21:47 on September 12. Dongshan remains a nearby road and stream corridor to Nan'ao, but its former inundation level does not apply to Datong or Nan'ao.

At 22:18, the WRA updated red-coded level-one release warnings for Zengwen, Hushan and Baoshan Second reservoirs, valid through 01:18 on September 13. The Zengwen corridor includes Tainan mountain areas such as Dongshan, Nansi, Yujing, Zuozhen and Danei, plus Dapu in Chiayi. Hushan affects listed lowland areas in Yunlin and Chiayi; Baoshan Second affects Baoshan and Emei in Hsinchu County and Hsinchu City. Red applies only to the officially listed downstream release corridors and must not be expanded into a red alert for an Indigenous area or an entire township.

Wanli Creek in Hualien remains under `barrier-lake / monitoring`; this brief does not independently declare the former county alert zone open. Highway 7 at 48.9K in Daman, Fuxing, remains closed under `transport / watch`, not red.

Nationwide assessment:

• North: Wulai remains under yellow heavy-rain watch and the Highway 7 Daman closure continues. The Baoshan Second release warning covers Baoshan, Emei and Hsinchu City, not Jianshi or Wufeng. No new threshold-level change was found for Nanzhuang or Tai'an.
• Central: The Hushan release warning covers listed lowland areas in Yunlin and Chiayi, not Alishan. No new threshold-level change was found for Heping, Ren'ai or Xinyi.
• South: The Zengwen release warning covers parts of Tainan's mountain areas and Dapu; stay away from the riverbed. No new level-one inundation warning, slope-hazard escalation, road interruption or evacuation was found for the covered Kaohsiung and Pingtung Indigenous areas.
• East: Datong and Nan'ao remain under orange heavy-rain watch through 06:00. Dongshan's inundation warning is lifted and does not apply to the two Indigenous townships. Wanli Creek remains under monitoring. No other threshold-level change was found for the covered Hualien and Taitung Indigenous areas.

No new debris-flow or large-scale-landslide red/yellow alert escalation, Indigenous resident evacuation, shelter opening, transport suspension, school-level closure, major agricultural loss, disaster-caused utility outage or other major public-service disruption was found. At 23:35 on September 12, the Directorate-General of Personnel Administration reported no work or class suspensions.

Recommended action: Avoid streams, riverbeds and unstable slopes in Datong, Nan'ao and Wulai. Stay away from downstream riverbeds covered by reservoir-release warnings and follow live WRA notices.
