Heavy-Rain Watch Lifted for Three Kaohsiung Indigenous Districts; Reservoir Release Warnings Continue Overnight

Affected Indigenous areas and levels: The CWA lifted its heavy-rain advisory at 23:40 on September 13. The `weather / watch / yellow` status for Taoyuan, Namasia and Maolin in Kaohsiung has ended and returned to `monitoring`; this was not the lifting of a red alert. The WRA renewed the red-coded level-one release warnings for Zengwen, Hushan and Baoshan Second reservoirs through 03:29, 03:19 and 03:09 respectively. Red applies only to the officially listed downstream riverbeds and impact corridors. It does not apply to Jianshi, Wufeng, Alishan or another unlisted Indigenous area, and does not mean an entire listed township is under a blanket red alert.

The yellow land strong-wind advisory for Lanyu has been updated through 23:00 on September 14 and remains `weather / watch / yellow, not red`. No ferry or flight suspension notice from a transport authority was found. The September 13 Wanli Creek alert-zone CAP expired at 20:00 without a renewed entry in this scan, so Wanli Creek returns to `barrier-lake / monitoring`; this does not independently declare the former alert zone open, and on-site authority notices still govern. Highway 7 at 48.9K in Daman, Fuxing, remains closed under `transport / watch, not red`.

Nationwide assessment:

• North: The Baoshan Second red-coded warning is confined to the listed downstream areas in Baoshan, Emei and Hsinchu City and does not apply to Jianshi or Wufeng. The Fuxing road closure continues. No new threshold-level change was found for Wulai, Nanzhuang or Tai'an.
• Central: The Hushan warning is confined to listed downstream Beigang River areas and does not apply to Heping, Ren'ai, Xinyi or Alishan. No new heavy-rain, level-one inundation or slope-alert escalation was found.
• South: The heavy-rain watches for Taoyuan, Namasia and Maolin have ended. The Zengwen red-coded warning is confined to listed downstream areas in the Tainan mountains and Dapu, Chiayi. No new threshold-level change was found for the covered Pingtung Indigenous areas.
• East: Lanyu's yellow wind watch continues, while Wanli Creek returns to monitoring. No new threshold-level change was found for Datong, Nan'ao or the other covered Hualien and Taitung Indigenous areas.

No new level-one inundation warning, debris-flow or large-scale-landslide red/yellow escalation, resident evacuation, shelter opening, school-level closure, transport suspension, major agricultural loss, disaster-caused utility outage or other major public-service interruption was found. At 00:25 on September 14, the DGPA reported no work or class suspensions.

Recommended action: Stay away from riverbeds in the listed Zengwen, Hushan and Baoshan Second release-warning areas. In Lanyu, secure outdoor items and check live ferry and flight status. Highway 7 at Daman remains closed. Official real-time notices govern.
