Lanyu flights scheduled on time September 16; three reservoir-release reds continue

Affected Indigenous areas and levels:

• Taitung–Lanyu air service: At 03:42 on September 16, Taitung Airport's daily board listed Lanyu-bound flights 7501, 7503, 7505, 7515, 7507, 7517, 7509 and 7511 as scheduled on time. The September 15 cancellations of flights 7501 and 7507 do not carry into today's board, so the route returns to `transport / monitoring`. These are scheduled times; actual operations remain subject to the airline's and airport's latest notices.
• Baoshan Second, Dapu and Hushan reservoirs: At 03:42, the WRA live page continued to list all three as releasing water under level-one `red` warnings. Red is confined to officially listed downstream riverbeds and impact areas along Shijing Creek, Emei Creek and the Beigang River. It does not apply to Jianshi, Wufeng, Heping, Ren'ai, Xinyi, Alishan or another unlisted Indigenous area, and does not mean an entire county or township is red.
• Land strong wind: The CWA yellow advisory issued at 22:23 on September 15 remains active for officially listed local areas in Taoyuan, Hsinchu County, Miaoli, Taichung, Chiayi County, Tainan, Pingtung and Taitung, including Lanyu and Green Island, through the evening of September 16. This is `weather / watch / yellow`, not red, and must not be automatically applied to unlisted mountain Indigenous areas.
• Water conditions and existing status: There is no active heavy-rain, severe-thunderstorm, inundation or river-level warning. The forestry page shows zero barrier lakes under warning and three under monitoring, so Wanli Creek remains `barrier-lake / monitoring`. Highway 7 at 48.9K in Daman, Fuxing, remains closed after a slope failure. The Directorate General of Highways expects reopening at 08:00 on September 17, subject to weather and slope stability, so it remains `transport / watch`.

Nationwide assessment:

• North: There is no active heavy-rain or severe-thunderstorm advisory. The Highway 7 Daman closure in Fuxing continues. Officially listed local areas in Taoyuan, Hsinchu County and Miaoli remain under yellow wind watch. Baoshan Second and Dapu reservoir-release reds are limited to listed downstream riverbeds, not Jianshi or Wufeng. No new level-one inundation warning, slope-alert escalation, evacuation, shelter, school closure or utility disruption was found.
• Central: Officially listed local areas in Taichung and Chiayi County remain under yellow wind watch. The Hushan release red is limited to listed Beigang River downstream areas, not Heping, Ren'ai, Xinyi or Alishan. No new heavy-rain warning, road or bridge disruption, evacuation, shelter or public-service change was found.
• South: Officially listed local areas in Tainan and Pingtung remain under yellow wind watch, not red. There is no active heavy-rain, inundation or river-level warning, and no new slope-alert escalation, official rapid-stream-rise warning, transport suspension or major public-service disruption was found.
• East: Officially listed local areas in Taitung, including Lanyu, remain under yellow wind watch. Today's Lanyu flights are currently scheduled on time, returning the route to transport monitoring, while Wanli Creek remains under monitoring. No new official road, bridge, school, shelter, water or power change was found for other covered eastern Indigenous areas.

No debris-flow or large-scale-landslide red/yellow escalation, resident evacuation, shelter opening, school-level closure, major agricultural loss or new major Indigenous-area public-service disruption was found. At 03:28 on September 16, the DGPA reported no work or class suspensions.

Recommended action: Leave the officially listed downstream riverbeds for all three reservoir-release reds immediately. Secure outdoor objects and watch for transport delays in yellow wind zones. Lanyu passengers should reconfirm flight status with the airline before departure. Highway 7 at Daman remains closed. Official real-time notices govern.
