Yellow wind signal ends; new Lanyu schedule listed on time

Affected Indigenous areas and alert levels:

• Land strong wind: The CWA land strong-wind page currently lists no active advisory. The earlier yellow signal for Pingtung and Penghu has left the active list, and Indigenous areas nationwide return from weather / watch / yellow to weather / monitoring. This is the end of a yellow signal, not the cancellation of a red alert.
• Taitung–Lanyu air service: At 03:51, the airport had updated the September 23 schedule. All six currently listed outbound and six inbound sectors—12 sectors in total—were scheduled on time. The previous day's eight cancellations do not carry over, so the route returns to transport / monitoring. A scheduled on-time status does not mean a flight is completed or guaranteed; airline and airport updates govern.
• Heavy rain, severe thunderstorms and water: The CWA lists no active heavy-rain advisory or severe-thunderstorm message. The Water Resources Agency lists no inundation, river-level or reservoir-release alert. This is not level-one inundation or red.
• Slope hazards and other monitoring: No debris-flow or large-scale-landslide red/yellow escalation was found, and the Public Warning Platform lists zero active records. Existing barrier-lake monitoring remains in place. The Daman bypass in Fuxing, Taoyuan remains at access-restriction / watch and is not fully open.

Nationwide regional assessment:

• North: Wulai, Fuxing, Jianshi, Wufeng, Nanzhuang, Tai'an and plains Indigenous areas have no active heavy-rain, severe-thunderstorm or yellow strong-wind signal and remain at weather / monitoring. The Daman bypass remains time-restricted. No level-one inundation, official rapid-stream-rise alert, slope escalation, resident evacuation, shelter activation, work or class suspension, or new public-service disruption was found.
• Central: Heping, Ren'ai, Xinyi, Alishan and nearby areas remain at weather / monitoring. No heavy rain, severe thunderstorm, level-one inundation, Indigenous road or bridge outage, debris-flow or large-scale-landslide red/yellow escalation, evacuation, shelter, work or class suspension, or public-service change was found.
• South: Mountain areas of Tainan; Taoyuan, Namasia and Maolin in Kaohsiung; and all Pingtung Indigenous townships have no active heavy-rain, severe-thunderstorm or yellow strong-wind signal and remain at weather / monitoring. No level-one inundation, official rapid-stream-rise alert, slope escalation, evacuation, shelter, Indigenous road outage, transport suspension or major public-service disruption was found.
• East: Datong, Nan'ao, Xiulin, Wanrong, Zhuoxi and all Taitung Indigenous areas have no active weather advisory. The new Lanyu schedule currently lists 12 sectors on time, placing the route at transport / monitoring. Wanli Stream remains at monitoring, with no level-one inundation or slope-alert escalation found.

At 03:46 on September 23, the DGPA reported no work or class suspensions. No resident evacuation, shelter activation, school-level closure, major agricultural-loss warning or new major Indigenous public-service disruption was found.

Recommended action: Lanyu passengers should recheck flight status before departure. The Daman bypass remains subject to time controls. Continue to avoid restricted streambeds and unstable slopes in mountain areas. Official real-time notices govern.
